膠筏遭菲海警扣 妻憂籌無贖金與罰款

屏東恆春漁民蔡波日前駕駛膠筏到台菲重疊海域捕魚，遭菲海警扣押。屏東縣政府農業處副處長姚志旺今天表示，依漁業法規定膠筏最多只能在12浬內捕魚，根據漁業署提供的資料顯示，蔡波被扣押的地點離恆春沿岸78浬，已違反漁業法規定，將被開罰新台幣3萬到15萬元不等，但目前首要之務是他的人身安全問題，後續等他安全回國後再處理。

蔡波的妻子施麗華說，膠筏是家中唯一的生計來源，如果菲國一口咬定船隻捕撈過界，那百萬贖金將會是家中極大的負擔，因此強烈要求菲國提出確切膠筏越界證據。
