剛果民主共和國部隊自14日起，與境內東部兩組叛軍團夥展開激烈戰鬥。政府軍腹背受敵，情勢極為緊張。

根據「南非聯合新聞社」（SAPA）報導，剛果政府軍必須一方面對抗原本的叛軍M23，另一方面還要對抗由東邊鄰國烏干達進入境內、由穆斯林組成的「民主同盟軍」（Allied Democratic Forces，ADF）叛軍。

剛果M23叛軍全名為「3月23日運動」（March 23 Movement，簡稱M23），該名稱源自於2009年3月23日與政府軍達成停火協議而來。M23武裝份子人數約1200餘人，原為受到剛果政府招安、編入政府軍的武裝團體「保衛人民國民大會」圖西族軍人，然而自稱收編後在政府部隊中受到百般歧視，因而再度揭竿起義，發動內戰，並以剛果東部基伍省為根據地。

1994年4月中非國家盧安達總統哈比亞利馬納因為空難過世，權力中空的盧安達因而爆發大規模屠殺慘劇與人道危機，長達6個月的盧安達危機造成約100萬盧安達人遇害。儘管遭受胡圖族迫害的圖西人在2003年透過選舉奪回盧安達政權，國際社會也嘗試將此視為非洲成功案例，且不是每個胡圖族人都是參與1994年屠殺的激進劊子手，但圖西人仍對逃竄至剛果境內的200萬胡圖族人恨意難消。
