在簽署結束美國政府關門和倒債危機的法案後，美國總統歐巴馬17日在白宮對一群返回行政部門工作崗位的公務員說，這場危機「沒有贏家」，美國政治的功能障礙讓親者痛、仇者快。

歐巴馬說：「過去幾周對我們的經濟造成不必要的傷害，受傷最重的是美國的國際信譽…我們的敵人受到鼓舞，我們競爭對手的膽子更大了，仰賴我們穩定領導的朋友則沮喪不已。」
