台德簽署協議 受刑人可返國服刑

我國與德國已完成異地簽署「關於移交受刑人及合作執行刑罰協議」，待雙方相互以書面通知對方後，三十天正式生效。協議讓有意願的受刑人，能返回本國服刑，符合人道精神。

我國與德國分別於10月23日在柏林、11月6日在台北，由兩國派駐代表完成異地簽署。協議係依據今年7月23日施行的「跨國移交受刑人法」擬訂雙邊司法行政合作協議。

由於跨境犯罪日增，但考量語言隔閡、文化差異，以及親友探視不易等問題，讓受刑人返國以成為世界趨勢，我國與德國簽訂協議，基於平等互惠原則，在雙方法規規範範圍內，以人道、安全、快速、簡便的合作方式，遣返在台灣服刑的德國人，在德國服刑的國人也能返國。
