雨量中午過後會快速累積

天兔颱風確定不會登陸，中央氣象局預計下午2時左右，是颱風中心最接近台灣的時候。中央氣象局預計花東總雨量可能高達1100毫米，但統計至中午，僅宜蘭縣古魯累積雨量超過300毫米達到373毫米。中央大學大氣科學系兼任副教授吳德榮說：「不要急，雨量才正要開始累積，預計下午花東地區與屏東，雨量會開始快速累積。」

吳德榮表示，天兔颱風最接近台灣時，颱風中心距離陸地也還有100多公里。中午前颱風中心在台灣東南方，台灣吹東北風，因此宜蘭的累積雨量比較多；中午過後台灣開始改吹東南風時，花東地區的雨量就會快速累積，從中午前測到的時雨量可以看出來，花東地區雨量已經在快速累積中。
