【蔡進男／基隆報導】天兔颱風來襲，基隆地區今天風雨間間斷斷，雨勢不大，不少民眾前往海邊觀浪，海浪越過堤防激起陣陣浪花，景色相當壯觀，觀浪民眾說表示，趁颱風沒有影響到北部，到海邊走走，難得颱風碰到連假，悶在家發慌到外透透氣。
