雲林淹水 天災？人禍？

農委會主委陳保基針對康芮颱風造成雲林農業重大災損，前天接受媒體訪問時指稱，農委會曾於五月廿一日發函雲林縣政府要求盡快進行農水路清淤，但縣府置之不理；縣府昨發表聲明駁斥，強調這次淹水「是天災並非人禍」，陳保基未經查證即逕予指控，深感遺憾。

陳保基昨晚說，「如果有清淤，災情不會這麼嚴重」，「地方父母官不負責任」。他說，去年西螺、二崙淹水，今年又是這裡，這次雨勢當然很大，清淤雖不能保證不會有災情，至少減少災情。

雲林縣政府在標題為「農委會卸責，陷地方政府於不義」的聲明中指出，農委會於五月廿一日來函提醒，縣府於五月廿七日發函給西螺鎮、二崙鄉等公所要求加強辦理清淤，並無置之不理。「農委會竟指天災為人禍，用意令人費解！」
