美國法官裁決攔路搜身政策違憲

美國聯邦法院法官薛恩德林12日裁決紐約的攔路搜身（stop-and-frisk ）治安政策違憲。這項政策一度被視為是紐約居高不下犯罪率終於見到下降的良方，但也一再惹來爭議。

在198頁的裁決書中，謝恩德林說，紐約警察在街頭隨機攔人，並對他們搜身，違反美國憲法增修條文第四條所載，不得不合理搜查和扣押的權利。謝恩德林並未下令停止政策，但建議任命一位獨立監督人，確保搜身行為合憲。

上述裁決為紐約團體憲法權利中心的一大勝利，該中心發表聲明說：「這是所有紐約人的一大勝利。」 （法新社）
