我需要01的神人幫忙小妹看下我這張很冤的罰單

小妹最近收到一張罰單是經民眾檢舉5月某日違規行駛國一南下89K(竹北交流道附近)路肩,違規時間是在8:04AM(這是重點,下面會提到)
常行駛該路段的駕駛應該知道竹北交流道每天早上車流都挺大的,今年5月31號前都是機動性開放路肩行駛,我也確定當天是看了電子看板顯示路肩開放才走的.
於是我向高公局申訴得到的回覆是,當天確實在8:10~11:12開放路肩,我的違規時間8:04是依據檢舉人行車記錄器時間為準. 我又打電話給該承辦人員問,測速照相或紅燈越線的儀器都要經過檢驗合格才可使用,為什麼單憑民眾的行車記錄器就可當做規違依據,承辦人員回覆,民眾是具名檢舉,因此民眾提供的時間算數,不需懷疑.

難道我就應該認命繳交4000元罰金給國庫嗎?
