在表示期望或建議的主要動詞後面用名詞子句當受詞時，子句的動詞常用假設語氣（加上助動詞should）或原形動詞（即省去should的結果）。這些動詞包括：advise, ask, comman, demand, desire, insist, prefer, propose, order, recommend, request, require, suggest。
你所提問的句子的主要動詞即屬建議，所以其名詞子句應用should be或be。
